On the way we see many open spaces and pass through a park, but when we get to the palace we find that no one is allowed to go in, and we can only drive round by the walls and moat. The Mikado, or Emperor, is worshipped by most of his people; he is in the position of a god, and it is no mere expression of speech to say that every schoolboy would be proud and glad to die for him.

Early in November the Marquis Ito arrived in Seoul on another visit, this time as Special Envoy from the Emperor of Japan. He brought with him a letter from the Mikado, saying that he hoped the Korean Emperor would follow the directions of the Marquis, and come to an agreement with him, for it was essential for the maintenance of peace in the Far East that he should do so.

"We should outrage common sense in presenting a workman with a gorgeous robe suitable for great ceremonies, in which to do his work, but reason would be equally outraged if one put on a shabby costume to go to the palace of the Mikado." The nature of resolutions inspired by common sense varies according to environment, the time, and the state of mind in which one is.

A happy idea had apparently occurred to the Emperor of China and the Mikado of Japan, for, attended by their intermingled suites, they rode together in a single carriage. This object lesson in the unity of international feeling immensely pleased the spectators. An Unparallelled Scene. The scene in the Senate Chamber stirred every one profoundly.

The latent soul of Tokyo, the mystery of Japan, lies within the confines of that moat, which is the only great majestic thing in an untidy rambling village of more than two million living beings. The Palace of the Mikado a title by the way which is never used among Japanese is hidden from sight. That is the first remarkable thing about it.

And all they were seeing they had been to the Lyceum Theatre and seen Mr. Henry Irving and Miss Ellen Terry and to the Savoy and seen "The Mikado." Every moment of the day was taken up and half the night. Oh, this was a change from Ibbotsfield! Anna would never listen to the letters. When they were read out, she either would put her fingers in her ears or go out of the room.

To prevent ambitious lords from seizing Kioto and making prisoner the mikado, as had frequently been done in the past, he surrounded it on all sides with strong domains ruled by his sons or friends. When his work of redistribution was finished, his friends and vassals everywhere lay between the realms of doubtful daimios. A hostile movement in force had been rendered nearly impossible.

Contact with the superior civilization of China made intelligent people think that the Chinese constitution deserved imitation, along with the Chinese morals and religion. The Chinese Emperor was the Son of Heaven, so the Mikado came to be descended from the Sun Goddess. The Chinese Emperor, whenever he happened to be a vigorous man, was genuinely supreme, so the Mikado must be made so.

From the Tycoon's palace we drove to the 'Toshio, or court quarter of the town, where the Mikado and all his relatives live, in palaces, surrounded by large gardens, enclosed in whitewashed walls.

This is the date assigned by the Japanese to their hero, Jimmu Tenno, the first mikado, the founder of an unbroken line. For several centuries, however, the history is open to question. The tenth mikado, Sujin, is noted as a reformer, and promoter of civilization. She suppressed a rebellion, and subdued Corea. Ojin, a celebrated warrior, is still worshiped as a god of war.
