On the west, the China side, the Japanese were in possession of the coast of China and the coast of Indo-China which had been yielded to them by the Vichy French. On the North are the islands of Japan themselves, reaching down almost to northern Luzon. On the east are the Mandated Islands which Japan had occupied exclusively, and had fortified in absolute violation of her written word.

On this point Secretary Colby took sharp issue in the following statement: "Such powers as the Allied and Associated nations may enjoy or wield, in the determination of the governmental status of the mandated areas, accrued to them as a direct result of the war against the Central Powers.

The latter option is particularly unpalatable given the significant increase in the tax rate already mandated in law. This Administration continues to oppose cuts in basic social security benefits and taxing social security benefits. The Administration continues to support annual indexing of social security benefits.

Certain communities, it asserts, "have reached a stage of development" where their independence can be provisionally recognized, subject to advice and assistance "until such time as they are able to stand alone."
