It may be said with equal truth, that to assume, as Mr. M'Culloch assumes, the Irish absentee's residence in England to be of no advantage to the people there, is assuming that "himself personally" devours all the cattle and corn sent to him in the shape of rent.

The economist M'Culloch, for example, concluded from the experience of San Domingo and Jamaica that cane sugar production could not be sustained without slavery; but the industrial careers of Cuba, Porto Rico and Louisiana since his time have refuted him.

That the antijudicial movement was extending to other States was indeed apparent. The decision in Sturges vs. Crowinshield * left for several years the impression that the States could not pass bankruptcy laws even for future contracts and consequently afforded a widespread grievance. Ohio had defied the ruling in M'Culloch vs.

Hence it follows that we can at once get from the abstract 'man' to the industrial order. We may, it would seem, abstract from history in general. This corresponds to the postulate explicitly stated by M'Culloch. This is, of course, part of the familiar system, which applies equally in ethics and politics.

Now, once a year Parliament has to pass a bill called the Appropriation Act, by which authority is given to the Government to spend the public money in the various ways that Parliament directs. In 1865 M'Culloch put the whole of the Protective Tariff Bill into the Appropriation Act as if it were a part of that Act, though really it had nothing to do with it.

The goods of those who perished were confiscated, and their bodies were dismembered and distributed to different parts of the country; 'the heads of Major M'Culloch and the two Gordons, it was resolved, says Kirkton, 'should be pitched on the gate of Kirkcudbright; the two Hamiltons and Strong's head should be affixed at Hamilton, and Captain Arnot's sett on the Watter Gate at Edinburgh.

The doctrine common to the whole school led M'Culloch to conclusions which became afterwards notorious enough to require a word of notice. Torrens, like Ricardo, speaks of capital as 'accumulated labour, but makes a great point of observing that, although this is true, the case is radically changed in a developed state of society.
