Under the reformed system, now first inaugurated on an extensive scale, crimes have become rarer, detection and punishment more certain a combination of results which must be the object equally of the law-giver and the philanthropist.

The change which the ideas concerning womanhood underwent from the time when the natural feminine characters and qualities were worshipped as God, to the days of Solon the Grecian law-giver, when women had become merely tools or slaves for the use and pleasure of men, is forcibly shown by a comparison of the character ascribed to the female deities at the two epochs mentioned.

What did the first law-giver think when, seeking for the corner-stone in the social edifice, angered doubtless by some idle importunity, he struck the tables of brass and felt in his bowels the yearning for a law of retaliation? Did he, then, invent justice? And the first who plucked the fruit planted by his neighbor and who fled cowering under his mantle, did he invent shame?

'Laws are said to be just, both from the end, when, to wit, they are ordained to the common good and from their author, that is to say, when the law that is made does not exceed the power of the law-giver and from their form, when, to wit, burdens are laid on the subjects according to an equality of proportion and with a view to the common good.

The order of succession is regulated by nature, or at least by the general and permanent reason of the law-giver: but this order is frequently violated by the arbitrary and partial wills, which prolong the dominion of the testator beyond the grave.

Any laws of the Universe must have been imposed by It, for there is no other law-giver, and every manifestation of Energy, Force, or Power, perceived or evident in Nature must be a part of the Power of the Absolute working along lines laid down by it. In the Third Lesson, which will be entitled The Will-to-Live, we shall see this Power manifesting along the lines of Life as we know it.

To this proposition, however, some of the miners demurred, and the law-giver found that, although in criminal law he had been allowed to have it all his own way, in civil matters he must listen to the opinion of others.

It is easy to imagine that she was glad, since at that time she could have had no idea of what was really happening. Frankly, she adored Edward Ashburnham. He was for her, in everything that she said at that time, the model of humanity, the hero, the athlete, the father of his country, the law-giver.

I announce the good of being interpenetrated by the mind that made nature: this benefit, namely, that it can understand nature, which it made and maketh. Nature is good, but intellect is better: as the law-giver is before the law-receiver. I give you joy, O sons of men: that truth is altogether wholesome; that we have hope to search out what might be the very self of everything.

Elisabeth meant God's oath; as though her people were perpetually appealing to those covenant promises in which, since He could swear by no greater, God had sworn by Himself, that He would never leave nor forsake, and that when the sceptre departed from Judah and the law-giver from between his feet, Shiloh should come.
