The result of the memorial was the ultimate removal of the seat of government from Kioto to Yedo, which afterwards changed its name to Tokio, meaning eastern capital. But the most important event of the Restoration, from the constitutional point of view, was the charter oath of five articles, taken by the present Emperor on the 17th of April, 1869, before the court and the assembly of Daimios.
Carleton was instrumental in giving impetus to the movement to found that mission in Japan which has since borne fruit in the creation of the largest and most influential body of Christian churches, and the great Doshisha University, in Kioto.
From the eighth century until 1868 Kioto was the capital of the Japanese empire, and is generally referred to as the old capital of the country. The present population is about a quarter of a million, about half of what it was supposed to be in the heyday of its ancient glory as the seat of empire. Living at Kioto is Mr.
"What a pity we are not bigger," said the Osaka frog, "and then we could see both towns from here and tell if it worth our while going on." "Oh, that is easily manage," returned the Kioto frog. So one fine morning in the spring they both set out along the road that led from Kioto to Osaka, one from one end and the other from the other. The journey was more tiring than they expected, for they did not know much about travelling, and half way between the two towns there arose a mountain which had to be climbed.
Such untimely end was far from the original intention; for the line was meant for a through line along the Nakasendo from Tokyo to Kioto, and great things were expected of it. But the engineering difficulties at this point, and still more at the Wada toge, a little farther on, proving too great, the project was abandoned, and the through line built along the Tokaido instead.
The Kioto frog turned his nose towards Osaka, and the Osaka frog turned his nose toward Kioto; but the foolish thing forgot that when the stood up their great eyes lay in the backs of their heads, and that though their noses might point to the places to which they wanted to go, their eyes beheld the places from which they had come. "Dear me!" cried the Osaka frog; "Kioto is exactly like Osaka.
And in Kioto, the great religious centre of Japan, we find over against the Christian college of the American Board of Missions, a Buddhist university with a Japanese graduate of Oxford as its president. In a great school at Tokio, also, Buddhist teachers, aided by New England Unitarians, are maintaining the superiority of Buddhism over Western Christianity as a religion for Japan.
The Osaka frog, blinking with his eyes, said, with a contemptuous smile, "Well, I have heard a great deal of talk about this Kiôto being as beautiful as the flowers, but it is just Osaka over again. We had better go home." And so the two frogs, politely bowing to one another, hopped off home with an important swagger.
At any rate, Jimmu was now lord of the land, and built himself a capital city at Kashiwabara, near the site of the modern Kioto, from which he governed the wide realms that the sword had made his own. The gods were thanked for their aid by imposing religious ceremonies, and the people rejoiced in the peace that had come upon the land.
