Such associations often break out in decadent country communities where, with fewer and feebler offspring, lax notions of family discipline prevail and hoodlumism is the direct result of the passing of the rod. These barbaric societies have their place and give vigor; but if unreduced later, as in many unsettled portions of this country, a semisavage state of society results.

The old gray sweater used by the man who took care of the furnace in Pee-wee's home, the cap which he held, and his grimy face, made him look like a terrible example of hoodlumism; a trolley-car hoodlum, an apple-stealing and stone-throwing and hooky-playing hoodlum; a hole-in-the-ball-field-fence hoodlum.

Its headquarters was a boozing den of exceeding ill repute on the lower West Side. Its chief specialties were loft robberies and dock robberies. Its favourite side lines were election frauds and so-called strike-breaking jobs. The main amusement of its members was hoodlumism in its broader and more general phases.

This bit of history I have mentioned for the dual purpose of shedding light on former bathing facilities in East Aurora, and more especially to show that once we had the hoodlum with us. Hoodlumism is born of idleness; it is useful energy gone to seed. In small towns hoodlumism is rife, and the hoodlums are usually the children of the best citizens.

To a great degree the Roycroft Shop has done away with hoodlumism in this village, and a stranger wearing a silk hat, or an artist with a white umbrella, is now quite safe upon our streets. Very naturally, the Oldest Inhabitant will deny what I have said about East Aurora he will tell you that the order, cleanliness and beauty of the place have always existed.

We see in the excellence of Froebel's idea, educationally considered, its only claim to peculiar power in dealing with incipient hoodlumism.

What can communities do to put down the "street corner" habits and the "hoodlumism" that comes of the boy gangs? What pastimes and practices can be fostered to bring about a higher-minded companionship among young people? What are the first indications that our home is losing its hold upon our boy? Our girl? What influences are at work in each instance?

He had been rather older than the members of this troop when he made his spectacular leap from hoodlumism to scouting, and hence while they were still kicking their heels in the arena he had, as one might say, passed outside it. But his love for the boys and their splendid scoutmaster who had given him a lift, was founded upon a rock.

"Yes, I heard them; they were shouting 'Rah! rah! rah! Clean Government! Clean Government! Rah! rah! It was really inspiring to hear them." "Yes," said the president, "they are banded together to put down all the hoodlumism and disturbance on the street that has hitherto disgraced our municipal elections. Last night, as a demonstration, they upset two streetcars and a milk wagon."
