It is the tendency already mentioned to ignore what is of no value, to exclude that from consciousness. Helmholtz has shown that in the act of seeing, various details remain unnoticed because they are immaterial in the concerns of life; and there are many other like instances.

In the case of certain radiations the speed of propagation becomes nil, and the index shows sometimes a maximum and sometimes a minimum. All those phenomena are in close relation with those of absorption. It is, perhaps, the formula proposed by Helmholtz which best accounts for all these peculiarities.

In connection with this statement, it is interesting to refer to the experiments of Helmholtz on the rapidity of transmission of the nervous actions. The rate is given differently in Valentin's report of these experiments and in that found in the "Scientific Annual" for 1858.

It was through analogy that Goethe arrived at his great discoveries in natural science, and I only repeat what such men as Johannes Mueller, Baer, and Helmholtz have been willing to acknowledge, when I say that the poet's eye has been as keen as that of any naturalist.

All that I have said in favor of the model vortex gas composed of perforated solids with fluid circulations through them holds without modification for the purely hydro-kinetic model, composed of either Helmholtz cored vortex rings or of coreless vortices, and we are now troubled with no such difficulty as that of the impacts between solids.

In the words of Helmholtz,<1> consonance is a continuous, dissonance an intermittent, tone-sensation. <1> Lehre v.d. Tonempfindungen, p. 370, in 4th edition. Aside from the fact that consonance, as a psychological fact, seems positive, while this determination is negative, two very important facts can be set up in opposition.

And I may be allowed, as I am unversed in such matters, to invoke the authority of one of the most eminent living physiologists, Helmholtz, who says of Goethe's anatomical essay, that in it the poet "teaches, with the greatest clearness and decision, that all differences in the structure of animal species are to be considered as changes of one fundamental type, which have been brought about by fusion, transformation, aggrandizement, diminution, or total annihilation of several parts.

Claudius said he had enjoyed a very pleasant evening, and went up to his room, where he read an elaborate article on the vortex theory by Professor Helmholtz, with which, having dipped into transcendental geometry, he was inclined to find fault; and then he went calmly to bed.

The sub-minor seventh, expressed by the ratio 4:7 though included among the dissonances, forms, according to Helmholtz, a more perfect consonance with the tonic than does the minor sixth.

The best word to denote what music can express is that used by Helmholtz Gemuethstimmung untranslatable into English, but for which we may use the term "emotional mood" as denoting something similar. It is a tuning or a tone of the mind, a mood that music expresses, and from a word of such vague meaning there is no risk of false deductions being drawn.
