The Gracchi had attempted to effect something of the same kind at Rome; but the moral condition of the people had become so low that no real love of liberty remained. Conspiracy! oh yes. As long as there was anything to get, of course he who had not got it would conspire against him who had. There had been conspiracies for and against Marius, for and against Cinna, for and against Sulla.

What I have said of Carbo, is equally true of the Gracchi: though, in some particulars, the character you have given them was no more than they deserved. But to say nothing of the rest of your Orators, let us proceed to Antonius and Crassus, your two paragons of Eloquence, whom I have heard myself, and who were certainly very able Speakers.

Since the reality of the problems with which the Gracchi dealt is undeniable, and since few would be inclined to admit that the most effective treatment of a problem, whether social or political, is to refuse it a solution, any reasonable criticism of their reforms must be based solely on a consideration of their aims and methods.

Instances of this are found in SP. MUMMIUS, AEMILIUS LEPIDUS, C. FANNIUS, and the Augur MUCIUS SCAEVOLA, and perhaps, though it is difficult to say, in Carbo and the two Gracchi. These are the next names that claim our notice. In his time the quaestiones perpetuae were constituted, and thus he had an immense opportunity of enlarging his forensic experience.

The further prerogative of the tribune to have dealings with the people at pleasure, partly for the purpose of bringing up accusations and especially of calling former magistrates to account at the bar of the people, partly for the purpose of submitting laws to the vote, had been the lever by which the Gracchi, Saturninus, and Sulpicius had revolutionized the state; it was not abolished, but its exercise was probably made dependent on a permission to be previously requested from the senate.

"After the exchange of salutations and the episcopal benediction the suffragan began with a voice so mild that I never heard a sweeter, so that if head and heart had only been in unison, Orpheus and Apollo would have been obliged to yield to him in grace, and Demosthenes and the Gracchi in eloquence. In vain would I attempt to communicate to you the discourse entire.

Yet the fact remained, that in these armies lay the strength of the Republic, no longer within her own walls, no longer in the stout hearts of her citizens. Perhaps the world itself was slow in seeing this degeneration. The Gracchi brothers tried to stem the tide, and they were slain, sacrificed by the nation they sought to save.
