While he was talking with them a door opened, and Gortchakoff stood on the threshold: he fixed his eyes on the prisoner for some moments, and withdrew without a word. An hour of intense anxiety followed, and then an officer appeared, who announced that he was consigned to the distilleries of Ekaterininski-Zavod, some two hundred miles farther north.
As a matter of fact, there has not been a statesman of the first class, of Russian birth, since Catherine the Great, and none of the second class unless Nesselrode and the Emperor Nicholas are to be excepted. To consider Prince Gortchakoff a great chancellor on account of his elaborate despatches is absurd.
In November 1864, his Chancellor, Prince Gortchakoff, issued a circular setting forth the causes that impelled the Russians on their forward march. It was impossible, he said, to keep peace with uncivilised and predatory tribes on their frontiers. Russia must press on until she came into touch with a State whose authority would guarantee order on the boundaries.
They are generally weak, influenced by minor, and especially by personal, considerations, and inferior to most men in similar positions in the other great governments of Europe. The chancellor, Prince Gortchakoff, of whom so much has been said, was a weak, vain man, whom Bismarck found it generally very easy to deal with."
In his answer of January 13, 1878, the British Foreign Minister specified the occupation of the Dardanelles as an event that would endanger the good relations between England and Russia; whereupon Prince Gortchakoff, on January 16, 1878, gave the assurance that this step would not be taken unless British forces were landed at Gallipoli, or Turkish troops were concentrated there.
These were the three nations which gave their people very few rights, and which stood for the "divine right of kings" and for the crushing of all republics. Bismarck called this new combination the "Drei-kaiser-bund" or three-emperor-bond. He himself says that the proposed alliance fell to pieces because of the lies and treachery of Prince Gortchakoff, the Russian Minister of Foreign Affairs.
In reality, my relations with the Russian Foreign Office, though inconvenient to the ex-ambassador, were perfectly regular and above-board sanctioned, in fact, by Prince Gortchakoff but the indelicate attentions of the secret police were none the less extremely unwelcome, because some intelligent police-agent might get onto the real scent, and cause me serious inconvenience.
