The farmers' conception of Nationalism is plunder and confiscation. They vote for Home Rule because they thereby expect to make money, to become freeholders, landlords themselves, in short. They are taught that they have an inherent right to the land, and that an Irish Parliament will restore them their own.

The principal Scottish members of the house were appointed, in conjunction with others, to prepare the bill, which was soon printed, and reinforced by petitions presented by the gentlemen, justices of the peace, and commissioners of the supply for the shire of Ayr; and by the freeholders of the shires of Edinburgh, Stirling, Perth, and Forfar.

That twelve freeholders of that hundred, qualified to serve on juries, and struck by the sheriff, shall be summoned to appear at such court by rotation; so as none shall be summoned oftener than once a year. What are these but courts of conscience? And yet Blackstone tells us they are a revival of the ancient hundred and county courts.

The House might perhaps expel Wilkes, but it could not either legally or with regard to the less definite limits of constitutional morality, decide whom the Middlesex freeholders should not elect, and it could not therefore set aside their representative, who was then free from any disabling quality.

It is, in my opinion, proper to restrain the exemption to those freeholders who are possessed of such an estate as gives a vote for the representative of the county, by which those whose privilege arises from their property will be secured; and it seems reasonable that those who have privileges without property, should purchase them by their services.

Minnesota extends the privilege to all cities and villages without respect to size, while Colorado restricts it to cities having more than 2,000 inhabitants. The right to serve as a member of a charter commission is limited to freeholders in all these states except Colorado, where it is restricted to taxpayers.

The resistance of the London merchants to their payment was roughly put down by the Star Chamber; and an alderman who complained bitterly that men were worse off in England than in Turkey was ruined by a fine of two thousand pounds. But the freeholders of the counties were more difficult to deal with than London aldermen.

All over the kingdom, corporations, grand juries, meetings of magistrates, meetings of freeholders, were passing resolutions breathing affection to William, and defiance to Lewis. It was necessary to enlarge the "London Gazette" from four columns to twelve; and even twelve were too few to hold the multitude of loyal and patriotic addresses.

Upwards of forty freeholders voted for Henry Scott, and only fourteen for the puppy that opposed him. Even of this party he gained far the greater number by the very awkward coalition with Sir William Scott of Ancrum. I came home at seven at night. May 20.

Indeed, I do not know that it has ever been doubted that, at common law, all the freeholders were eligible as jurors. If all had not been eligible, we unquestionably should have had abundant evidence of the exceptions. And if anybody, at this day, allege any exceptions, the burden will be on him to prove them. The presumption clearly is that all were eligible.
