Now whether the robber carries off the light in the evening when Indra has gone to sleep, or boldly rears his black form against the sky during the daytime, causing darkness to spread over the earth, would make little difference to the framers of the myth. To a chicken a solar eclipse is the same thing as nightfall, and he goes to roost accordingly.

Such, unquestionably, was the understanding of our fathers who framed the original Constitution; and the text affirms that they understood the question "better than we." But, so far, I have been considering the understanding of the question manifested by the framers of the original Constitution.

It is surely safe to assume that the thirty-nine framers of the original Constitution, and the seventy-six members of the Congress which framed the amendments thereto, taken together, do certainly include those who may be fairly called "our fathers who framed the Government under which we live."

Clearly, the framers of the Constitution intended that the supreme law of the land, when once agreed to, should have within it a principle of fixedness almost invincible.

The seventy-six members of that Congress, including sixteen of the framers of the original Constitution, as before stated, were pre-eminently our fathers who framed that part of "the Government under which we live," which is now claimed as forbidding the Federal Government to control slavery in the federal territories.

It is true that a territorial form of government was never contemplated by the framers of the Constitution, as no provision was made for such a form of government; but this omission is covered by the general welfare clause, which gives Congress the power to "provide for the general welfare."

So desired the new Emperor to inaugurate a reign which, it was hoped, would be great and prosperous. The Holy Father, at the solemn moment of communion, spoke to the Prince of Him by whom kings reign and the framers of laws decree just things.

If they could be displaced at the pleasure of the appointing power, or by frequent elections, they might be tempted to conform their opinions and decisions to the wishes of those on whom they were dependent for continuance in office. The object of the framers was to remove them as far as possible from party influence.

The framers of our Constitution certainly supposed they had guarded as well their Government against destruction by treason as their citizens against oppression under pretense of it, and if these ends are not attained it is of importance to inquire by what means more effectual they may be secured.

"Experience has demonstrated the more than human wisdom of the framers of the great federal compact which for more than a century, in peace and amid the stress of war, has held States and people in indissoluble bond of union. In no part of their matchless handiwork has it been more clearly manifested than in the creation of a responsible executive.
