It had no place in ancient or mediaeval schemes of government, whether despotic, federative, or in name republican. It has in reality none amongst the nations of modern Europe. The Presidency of the United States, in the highest degree, represents the majesty of the law. It stands for the unified authority and power of seventy-five millions of free men.
In the conference at Amphipolis on the Strymon the Roman commission ordained that the compact, thoroughly monarchical, single state should be broken up into four republican- federative leagues moulded on the system of the Greek confederacies, viz. that of Amphipolis in the eastern regions, that of Thessalonica with the Chalcidian peninsula, that of Pella on the frontiers of Thessaly, and that of Pelagonia in the interior.
These facts decide our position. We can only be strong through a federative government, which no one here has the madness to propose, or by a monarchical government, such as you have established; that is to say, by confiding the reins of the executive power to a family having the right of hereditary succession.
And especially is this true when we consider that our government is representative as it regards the people, and federative as it regards the states; and that, in this respect, it has no precedent on the file of nations.
