The weather has been very severe here for nearly three weeks; the thermometer 30 degrees below zero, with quite a fall of snow on the ground. I have tried every means in my power to raise volunteers for three months' State service, but as yet have not succeeded, owing to the factional spirit existing in the community.

In the fierce factional battles that raged around the walls of Paris; in the evil life which he saw at the Burgundian court in Paris itself after the truce a court brilliant and wicked, witty and cruel the wonderful liquor of youth had evaporated rapidly, and his character had crystallized as rapidly into the hardness of manhood.

Subsequent revelations show the secret and factional bargain which that agreement covered. Not only was this territorial bill searchingly considered in committee, but repeated caucuses were held by the Democratic leaders to discuss the party results likely to grow out of it.

The war-cries of the two opponents, however, became eternalized as factional names in the struggle of Frederick's successors against other foes. For generations whoever upheld the empire was a Waibling, and whoever would attack it, on whatsoever plea, a Welf.

The Germans were withdrawn from Paris on the 3d of March, and no sooner were they gone than factional quarrels, which had been going on at intervals ever since the flight of the Empress and the fall of her regency on the 4th of September, were renewed with revolutionary methods that eventually brought about the Commune.

Personal and factional fights entered into the question, while the School Code played a prominent part and complicated the situation. It was briefly this. A very large sum had been offered to the State by Pierre du Pont for the much needed extension of Delaware's public school facilities contingent upon the raising of a like sum by the State.

We were all very much impressed with the dignity of the occasion and the kindly attention the President showed us. General Arthur had taken considerable interest in New York politics and belonged to the Conkling faction. He came into the office of President under the most trying circumstances. The party was almost torn asunder by factional troubles in New York and elsewhere.

The question should be approached purely from a business standpoint; both the time and the manner of the change being such as to arouse the minimum of agitation and disturbance in the business world, and to give the least play for selfish and factional motives. The sole consideration should be to see that the sum total of changes represents the public good.

The Virginia Company by 1622 was in no position to ignore such an opportunity and fortunately, the Sandys faction was now in control of the Somers Island Company. A joint committee of the two companies, headed by Sir Edwin himself, entered into negotiations for what was known as the tobacco contract. The bitterest factional strife in the history of the London adventurers soon followed.

For several years these factional differences were held in check and made subordinate to the urgent political situation which the restoration of the Stuarts had precipitated, and which demanded harmonious action among the colonists. A royal charter had to be obtained, and when obtained, it gave Connecticut dominion over the New Haven colony.
