Such incidents could have been construed in several ways. One of the most important, and also the most popular, was the shipment of cotton to Germany for the civilian population between the autumn of 1915 and the middle of 1916. The declaration of cotton as absolute contraband was at first only on paper, as no American exporters had hitherto ventured to ship cotton.
The most commercial nation in the world was now busily preparing to diffuse the blessings of civilisation and competition throughout the native country of their newly-acquired friend. The greatest exporters that ever existed had never been acquainted with such a subject for exportation as the Isle of Fantaisie. There everything was wanted.
Chili remonstrated; but Bolivia insisted, and declared, in addition, that the tax was meant to be retrospective, and that unless all dues were paid before February 14, 1879, the nitrates in the hands of the exporters would be seized and sold by auction.
It is, therefore, up to the American exporter to capitalise the needs of the nation and the good will that it bears toward us. But it must be done now. For one thing, it cannot be achieved without constructive co-operative work. Groups of exporters must organise and establish offices in Paris and elsewhere in France.
There is now a tendency to ill balance between the agricultural and general industry. For many years we were large exporters of food and importers of manufactured goods. We gradually imported mouths, manufactured our own goods and just as rapidly diminished our food exports. Up to the point where we consumed our own food and manufactured our own goods it has been a great national development.
The common green wattle of the genus of Acacia is found plentifully on the alluvial flats of the Swan, and the bark is much used for tanning; and the gum-wattle of the same order produces so great a quantity of gum as to demand the attention of exporters.
There is no important industry in Germany upon which the Government has not laid its hands, to direct it and, when necessity arose, control it; and you have only to ask any man whom you meet who is familiar with the conditions that prevailed before the war in the matter of national competition to find out the methods of competition which the German manufacturers and exporters used under the patronage and support of the Government of Germany.
Even after this recognition, England made the export of cotton practically impossible by intimidating the cotton exporters in every possible way, among others by spreading the rumor that the ships would be captured nevertheless, and by prohibiting English insurance companies from underwriting such cargoes.
The next day the consignees proposed to suspend action until they could write to the exporters for advice; but this was seen to be a subterfuge and was indignantly refused. Rotch agreed to take the tea back; but the custom house refused him a clearance. For if the ship remained in port, with her cargo undischarged, twenty days, the authorities could seize and land it by law.
His father, who had come to America in his youth to escape four years military service with the colors, developed into an exceedingly shrewd business man and had been sent back to Germany as the Berlin representative of one of our large exporters. Though he had become an American citizen, he was, quite naturally, genuinely sympathetic with Germany as against England and France.
