Consciously or unconsciously, we have built up a set of privileges and exemptions from competition behind which it was easy by any, even the crudest, forms of combination to organize monopoly; until at last nothing is normal, nothing is obliged to stand the tests of efficiency and economy, in our world of big business, but everything thrives by concerted arrangement.

Who, I say again, was the fool that knows not that there are no letters patent of nobility that confer such privileges or exemptions as a knight-errant acquires the day he is dubbed a knight, and devotes himself to the arduous calling of chivalry? What knight-errant ever paid poll-tax, duty, queen's pin-money, king's dues, toll or ferry? What tailor ever took payment of him for making his clothes?

So skilfully and so closely has he drawn the bonds of the law about the tenant, that the black man has often simply to choose between pauperism and crime; he "waives" all homestead exemptions in his contract; he cannot touch his own mortgaged crop, which the laws put almost in the full control of the land-owner and of the merchant.

All persons duly registered as above, and no others, are consequently eligible, under the laws of the State of Louisiana, to serve as jurors in any of the courts of the State. "The necessary revision of the jury lists will immediately be made by the proper officers. "All the laws of the State respecting exemptions, etc., from jury duty will remain in force.

Manumissions and exemptions which had passed without question were cancelled on grounds of informality, and labour services from which they held themselves freed by redemption were again demanded from the villeins.

Incomes in excess of $5,000 and not in excess of $10,000 were taxed 2 1/2 per cent. in addition; and incomes over $10,000 5 per cent. additional, without any abeyance or exemptions whatever." Now this is all contrary to and worse than what would have happened under a Parliamentary government.

Those exemptions, therefore, ceased to be personal, and could not afterwards be considered as belonging to individuals, as individuals, but as burghers of a particular burgh, which, upon this account, was called a free burgh, for the same reason that they had been called free burghers or free traders.

But as employers and wage boards, in fixing wages, will take this reduction into account, as well as the lower prices and rents, such exemptions will effect no great or lasting change in the division of the national income between capitalists and receivers of salaries and wages.

Occasionally exemptions from the rule of abstention are procured, perhaps under Aryan influence; such influence has affected many of the tribes, but has not usually destroyed the old totemic customs. +457+. Among the native tribes of Africa there is special respect for the object with which the clan or tribe has particularly definite relations.

Technically, this did not close the door even upon the agents in the death of Charles I. Practically, it must be interpreted in the light of previous Declarations. Hyde, at least, made no effort to curtail the exemptions made by Parliament. His only anxiety was that the Act should pass speedily, so that the sense of insecurity should disappear, and the path of reconciliation should be open.
