Pepin marched on; Pavia was besieged, Aistulf was beaten to the dust. A treaty was drawn up in which the Lombard gave to "S. Peter, the Holy Roman Church, and all the popes of the Apostolic See forever" the Exarchate, the Pentapolis, and Comacchio.

Ravenna became a Greek garrison, ruling the Exarchate and Pentapolis under the name of the Byzantine Emperors. The western coast escaped the Lombard domination; for Genoa grew slowly into power upon her narrow cornice between hills and sea, while Pisa defied the barbarians intrenched in military stations at Fiesole and Lucca.

Something of its spirit will linger perhaps for a while in the old charmed regions where it bore sway; the Greek villagers will doubtless be restless and turbulent and unhappy where the Bulgars rule, and the Bulgars will certainly be restless and turbulent and unhappy under Greek administration, and the rival flocks of the Exarchate and Patriarchate will make themselves intensely disagreeable to one another wherever the opportunity offers; the habits of a lifetime, of several lifetimes, are not laid aside all at once.

The patriarchate retained its exclusive jurisdiction over all orthodox populations till 1870, when the Sultan issued a firman establishing the Bulgarian exarchate. There were two other spheres in which Greek influence was paramount in the Turkish Empire.

The duchies of Spoleto and Benevento, and much else, were added to the exarchate "as it was of old" and given to the pope. Then in June Pavia, the Lombard capital, fell and Desiderius and his wife were sent by Charles as prisoners to a convent in Picardy where it is said they ended their lives.

Why did Gregory II. in return, call in Orso, the first Venetian Doge, to expel from Ravenna the very Luitprand who had fought his battles for him, and to restore that Exarchate of Ravenna, of which it was confessed, that its civil quarrels, misrule, and extortions, made it the most miserable government in Italy?

Stephen passed the winter at St. Denis, and gained the favor of the people as well as that of the king. Astolphus peremptorily refused to listen to the remonstrances of Pepin, who called upon him to evacuate the towns in the exarchate of Ravenna, and to leave the Pope unmolested in the environs of Rome as well as in Rome itself.

The empire was plotting to win Pepin to its side, and when that failed again, rumours of an imperial invasion reached Rome. Politically all relations ceased between Constantinople and Rome about this time; for though the pope in reality had long ceased to be a subject of the emperor, when he had possessed himself of the exarchate even theory had to give way to fact.
