It may be too hasty to conclude from this, and from the close association of Erzberger, Morel and Casement in the Congo campaign, that this campaign was engineered by Germany. We do not yet possess all the documents necessary to establish this fact.

Through that lucky flaw of stupidity which runs through apparently every German brain, and to which we chiefly owe our victory and temporary respite from the fangs of the wolf, Mathias Erzberger posted his letter. It went wrong in the mails. If you desire to read the whole of it, the International News Bureau can either furnish it or put you on the track of it.

Instead, Foch treated them as if they were human though not humane beings, and read to them slowly and in a loud voice, the terms of the armistice for which they had asked. Mathias Erzberger, their spokesman, requested a cessation of hostilities whilst a courier carried the terms to German General Headquarters at Spa. There the Kaiser, Hindenburg and others awaited particulars.

In the early summer of 1917 the possibility of an understanding seemed to show itself on the horizon, but it was wrecked by the previously mentioned events. At this time I did not know that my secret report to the Emperor was handed over to Herr Erzberger and not kept secret by him. The disclosures made by Count Wedel and Helfferich concerning Erzberger are only a link in the chain.

General Smuts was sent to Budapest to strike up an agreement with Kuhn and the Magyar Bolshevists, but he, too, came back after a fruitless conversation. The Supreme Council's writ ran in none of those places. About March 19th the Inter-Allied commission gave Erzberger twenty-four hours in which to ratify the convention between Germany and Poland and to carry out the conditions of the armistice.

It is perhaps too much to expect that the Centrum party, as a whole and as at present constituted, will declare for liberalism and parliamentary government and for a fair redistricting of the divisions in Germany which elect members to the Reichstag, but there are many wise and farseeing men in this party; and its leaders, Dr. Spahn and Erzberger, are fearless and able men.

Wool and everything else will belong to Mathias Erzberger and his breed, if they carry out their intention. And the way to insure their carrying it out is to let them split us and England and all their competitors asunder by their ceaseless and ingenious propaganda, which plays upon every international prejudice, historic, commercial, or other, which is available.

Certain effects of this attitude were to be seen in the Reichstag revolt of July, 1917, led by that most sensitive of political weathercocks, Matthias Erzberger, which was designed to take political control out of the hands of the military clique. That crisis, however, was safely survived by Ludendorff, who remained supreme.

My friend undertook the task with just as great zeal as efficiency and, in brief, this is what he told the Berlin leaders, Erzberger and Südekum in particular. As far as he could judge, we had now reached a turning point. The next few weeks would decide whether it was to be peace or war

After my speech in Budapest I was received in Berlin not in an unfriendly manner, but with a sort of pity, as some poor insane person might be treated. The subject was avoided as much as possible. Erzberger alone told me of his complete agreement with me. Had Germany been victorious her militarism would have increased enormously.
