If you take a piece of gold without giving a glass bead in exchange for it, it is called stealing; if you take a country and its inhabitants, and steal their peace from them, and give them blood and servitude in exchange for it, it is called colonisation and Empire-building.

But many towns died in their gangling youth, tragic monuments to hopes; but monuments also to effort, and to the pioneer courage and the dreams of an empire-building people. Manti was destined to live. It was a boom town with material reasons for substantial growth.

With no great instinct for politics, nor any marked gift of tact and discernment, unsuccessful as a rule as colonists, and with no understanding of how to govern except on the Prussian lines, which are every day becoming more obsolete and less adapted to the modern world the rôle which their empire-building philosophers set out for them is one which they are eminently unfitted to fulfil.

Our incomprehension is partly due to that strange disbelief in the power of ideas to which we already referred, which remains such a marked trait of the British people, even as it was a marked trait of the Roman people, and which is perhaps characteristic of all nations who are pre-eminent in action, in colonization and empire-building.

It is obvious, I think, that a military aristocracy alone, or even with the combined support of empire-building philosophers and a jack-boot Kaiser, could not have hurried the solid German nation into so strange a situation. In old days, and under an avowedly feudal order of society, such a thing might well have happened.

In such a case it is only a matter of time and occasion when the dependency will demand the right of self-determination and be prepared to fight for independence of "foreign tyrants, oppressors and exploiters." Minor inexpensive military operations for the suppression of colonial revolt which are quickly and successfully ended may add to the stature of empire-building leaders.

I suppose hardly yet? 'Well, he's very fond of soldiers, said Edith. 'Ah! said Mr Ottley approvingly; 'what we want for empire-building is conscription. Every fellow ought to be a soldier some time in his life. It makes men of them he glanced round rather contemptuously 'it teaches them discipline. 'I don't mean, said Edith hastily, 'that he wants to be a soldier.

And to put Menes back at 160,000 years ago what an amusing idea that will seem! But the truth is we must wage war against this mischievous foreshortening of history. I have no doubt there have been empires going, from time to time, in Egypt, since before Atlantis fell; people have the empire-building instinct, and it is an eminently convenient place for empire-building.

He was willing to lose his kingdom for the saving of their souls." "And yet he was a bad king?" Margaret said. "He had none of the qualities of a ruler or an empire-builder," Freddy said. "Damn empire-building!" Mike said. "If people would only stick to their own natural territory and not go straying into other peoples!" "I wonder what you'd do if Germany strayed into ours?

More than a hundred million Americans fast losing their standards of individualism fast slipping under the domination of a new-made ruling class of wealth-lords and plutocrats journey, not discontentedly, along the imperial highroad. The preliminary work of empire-building has been accomplished territory has been conquered; peoples have been subjected and a ruling class organized.
