Dunoyer has had so strong a suspicion of the truth that he writes himself: Instead of considering liberty as a dogma, I shall present it as a RESULT; instead of making it the attribute of man, I shall make it the ATTRIBUTE OF CIVILIZATION; instead of imagining forms of government calculated to establish it, I shall do my best to explain how it is BORN OF EVERY STEP OF OUR PROGRESS.

I do not call this about-face a crime on his part: M. Reybaud is one of those men who cannot justly be held responsible for their metaphors. He had spoken before reflecting, he retracted: what more natural! If the socialists must blame any one, let it be M. Dunoyer, who had prompted M. Reybaud's recantation by this singular compliment.

M. Dunoyer has here viewed liberty only on its negative side, that is, as if it were simply synonymous with FREEDOM FROM OBSTACLES. At that rate liberty would not be a faculty of man; it would be nothing.

Dunoyer adds that at the time when the number of workmen employed in this industry increased in so remarkable a manner, the price of labor rose one hundred and fifty per cent.
