This idea was to constitute the foundation-stone of his mediation and fulfil all the hopes of the American pacifists for a compulsory court of arbitration in international disputes and general disarmament. Before the war many shrewd men in the United States thought that the arbitration system initiated by the American Government would exclude the possibility of great wars.

I would emphasize that that is why an important link between Russia and the United States is in our common interest, in arms control and in disarmament. We have the solemn duty to slow down the arms race between us, if that is at all possible, in both conventional and nuclear weapons and defenses. The German Admiral Rosendahl, discussing the British and German navies and the proposals for disarmament, wrote in the Deutsche Revue for June 1909:
And if there is a Disarmament Commission already controlling the importation of arms, why should not that body also control at the same time the importation of trade gin and similar delicacies, and direct quarantine and such-like health regulations?
The High Commissioner endeavoured to obtain some indication of the steps which would be taken in the event of disarmament, but without success, it being intimated that the Government had nothing more to say on this subject than had already been embodied in the President's proclamation.
