These principles are well illustrated by some incidents of our controversy with Great Britain over the seal fisheries in Behring Sea. There was a serious dispute between the two governments as to the limits of our jurisdiction over the waters adjacent to Alaska. We maintained that it ran to the middle of Behring's Straits and from the meridian of 172 deg. to that of 193 deg. west longitude.

But between latitude 18 deg and 20 deg, there are so many linear, elliptic, and extremely small reefs, rising abruptly out of profound depths, that the same reasons, which led me to colour blue a portion of the west coast, have induced me to do the same in this part.

The two former embarked in a schooner bound for the north, in order to prosecute their intended exploratory voyages; but after spending from the 25th of July to the 3d of September, and reaching the 56th deg. As an example, suppose the time is July, 1882, and the latitude 40 deg.. Then the computation being made, the angle will be found to be 1 deg. 43' 34". A difference of six minutes in the latitude will make less than 10" difference in the angle, as one can see by trial. Any good State or county map will give the latitude to within one or two miles or minutes.

In no view that can be taken of it, however, does this unsettled matter touch the established fact that the head of the Nile is in 3 deg. south latitude, where in the year 1858, I discovered the head of the Victoria N'yanza to be.

He noticed that the needle of the compass was declining to the west of north instead of having a slight declination to the east of north, as all mariners knew it to have. In other words, he had passed the line of true north and of no variation, and must therefore have been in latitude 28 deg. N. and longitude 29 deg. 37' W. of Greenwich.
