The trouble is that the business of reviewing has not been sufficiently recognized as a profession. Trades gain in power and recognition in proportion as their members sink individuality in the mass and form a union which stands as one man against the world. Professions are different. They rise by decentralization, and by specializing within the group.
Little by little she had persuaded her uncle that M. de Camors was destined by his character and talents for a great future, and that he would, one day, be an excellent match for Marie; that he was becoming daily more attached to agriculture, which turned toward decentralization, and that he should be attached by firmer bonds to a province which he would honor.
The problem of coördinating the national industries for the supply of the army was complicated by the military decentralization described in the preceding chapter, which President Wilson was not able to remedy before the final months of the war.
"They will be at the same time agents of decentralization, for the centers will differ according to the industries which will form, in some manner, each one a separate State, and will prevent forever the return to the ancient form of centralized State, which will not, however, prevent another form of government for local purposes.
We are striving for a decentralization of art, for the elevation of the stage; but above all, we preach a gospel of gayety and healthy laughter, the science of remaining young at heart, would teach pluck and good humor in the weary struggle of existence, characteristics that have marked our countrymen through history!
In this year there was put forward a project for a society to make more local government possible. This was later carried out under the name of the "Anti-Centralization Union." In November, 1850, decentralization was again to the fore in the minds of Newman and Toulmin Smith, as is shown here; and what the former says he puts very trenchantly, forcibly:
The demand for reduction in the power of the National Grange led to frequent attempts to revise the constitution in the direction of decentralization; and the revisions were such as merely to impair the power of the National Grange without satisfying the discontented members.
But substitute the national service of the Guilds for the profiteering of the few; substitute responsible labor for a saleable commodity; substitute self-government and decentralization for the bureaucracy and demoralizing hugeness of the modern State and the modern joint stock company; and then it may be just once more to speak of a ``joy in labor, and once more to hope that men may be proud of quality and not only of quantity in their work.
In defining the relationship which must exist between the Central Government and the provinces even more formidable difficulties have been encountered, the apostles of decentralization and the advocates of centralization refusing for many months to agree on the so-called Provincial system, and then fighting a battle A OUTRANCE on the question of whether this body of law should form a chapter in the Constitution or be simply an annexure to the main instrument.
None of the processes which marked the transition of the United States from a peace to a war basis are comprehensible unless we remember that the President was constantly working to overcome the forces of decentralization, and also that the military programme was always on an emergency basis, shifting almost from week to week in accordance with developments in Europe.
