I have the honour to state that, respecting the provisions contained in Article 1 of the Treaty relating to South Manchuria and Eastern Inner Mongolia, signed this day, the term of lease of Port Arthur and Dalny shall expire in the 86th year of the Republic or 1997. The date for restoring the South Manchuria Railway to China shall fall due in the 9lst year of the Republic or 2002.
This success gave the Japanese control of Dalny, which formed for them a new base. General Nogi soon after landed with a strong force and took command of the operation against Port Arthur. The northern army met with similar success, General Kuroki fighting his way to the vicinity of Liao-yang, where he soon had the support of General Nozdu, who had landed an army in May.
Russia, however, is not only doubling the track of her Siberian Railway, but is also building a second line along the Amur; while Japan will soon command access to central Manchuria by three lines; one from Dalny to Kwanchengtsz; another from Fusan via Wiju to Mukden, and a third from the northeastern coast of Korea via Hoiryong, on the Tumen, to Kilin.
The report was false, but the result was that of the five divisions of destroyers which the Japanese had available, two were diverted against Dalny, where no enemy was found. Such uncertainty must always exist, and in no circumstances is it likely to be less than where, as in the Japanese case, the attack is made before declaration, and while the ordinary channels of intelligence are still open.

General Oka won a fierce battle on the heights of Nan-Shan and captured the Russian port of Dalny. General Kuroki fought his way northward to Liao-yang, where was fought one of the great battles of the war, lasting seven days and ending in the retreat of the Russians.
An English gentleman on the train to Dalny spoke of General Stoessel's surrender in very caustic terms, basing his position on information received from one of the officers on the General's staff. It occurred to me that the officer would not be likely to give favorable testimony, as there was a possibility of his also suffering penalties in Russia.

The attempt was of a twofold character, one part of which was to test the above theory, while the other was to destroy the Russian signal station upon the island of Sanshan, off Dalny, from which spot the enemy were able to observe and report to Port Arthur the movements of our fleet. This task was successfully accomplished by a detachment of our cruisers.
