The meaning of this move was not revealed until weeks later, when it became known that the transport ships from Dalny and Gensan, which were supposed to have returned to Japan, were really on their way to San Francisco and Seattle with the second detachment of the invading army.

The two Contracting Parties mutually agree that the term of lease of Port Arthur and Dalny and the term of lease of the South Manchurian Railway and the Antung-Mukden Railway shall be extended to the period of 99 years. Article 2.

Seeing the capture of Dalny was imminent, without a pause the Russians mined the harbor, docks and defences which had cost millions of dollars, and the city created by fiat was by fiat doomed to destruction. Behind this life and death struggle with a foreign foe, another struggle nearer home was being profoundly affected by these unexpected calamities.

Just about sunset the Shikishima, with her attendant cruisers, hove in sight, and before they were hull-up it was possible for us to distinguish that the Yashima was not among them. She had gone down off Dalny in shallow water, fortunately but not until every man had been safely taken out of her.

From Mukden Port Arthur is an easy eight hours' railway journey south-westwards; and it is only an hour and a half more to Dalny, which in Japanese hands has grown to a large and important commercial town. On December 28, 1908, we stepped into the train in Dalny, and commenced a railway journey which lasted without a break for eleven days.

The eastern terminus of the main line is Vladivostock; a branch line across Manchuria reaches Port Arthur and Dalny, or Tairen, as it is now called. The continuous railway route from St. Petersburg to Port Arthur is five thousand six hundred and twenty miles, four thousand five hundred miles of which is in Siberia.

We found Dalny modern in appearance, save in a few large buildings which showed their early origin; the Russians had planned the place as a model city before the war, which in time might become a flourishing adjunct to Port Arthur. The city was evacuated before the siege of Port Arthur, the Russians concentrating all their strength at the latter point.

Our nearest and best way, therefore, under ordinary circumstances, would have been to creep down the coast close inshore. But this would have involved our passing Dalny on the way, and there were the Russian destroyers, which were said to patrol as far as that place every night, to be reckoned with.

This is a Japanese railway and operates with a steamship line crossing the Yellow Sea and the great Trans-Siberian railroad, or rather did so before the world war. In Dalny I found a good Y. M. C. A. building with an American secretary. This association has good buildings in nearly every large oriental city especially if it is near the coast.

The relief of Port Arthur had ceased to be an important objective of Kuropatkin before he planned his Heikautai attack. The great fortress fell on the last day of 1904. It was not until the middle of May that the Kinchou isthmus and Dalny came into Japanese hands, nor was the siege army under General Nogi marshalled until the close of June.
