Some measure of the popularity of the game may be gathered from the fact, that the member who has sat in the last three parliaments for the most important working-man's constituency, owes his seat entirely to his prowess on behalf of the local football club. In no other way has he, or does he pretend to have the slightest qualifications.
In his connection with this bill, Mr. Crapo added to his reputation as an able lawyer, that of a sound financier and a judicious statesman. I may seem to be drawing a caricature, but I have not reached the worst. Bad as these members would be, if they were left to themselves if, in a free Parliament, they were confronted with the perils of government, close responsibility might improve them and make them tolerable. But they would not be left to themselves. A voluntary constituency will nearly always be a despotic constituency.
