Here stretched out a desert waste between Amara and Kut-el-Amara, occupied by powerful confederations of fighting Bedouins, the Abu Mohammed tribes, known by their black tents, who moved about the British base on the river; the Makusis tribes, who fought as light cavalry on the side of the Turks, and the Abu Dir Diraye Arabs, who were ready to fight on any side that promised the most booty.

The methods used were the same among the confederations of the north and of the south; among the wandering tribes of the interior; among the dwellers in the Pueblos; and among the slothful natives of the Pacific coast.

But when feuds broke out between two different tribes, or two confederations of tribes, notwithstanding all measures taken to prevent them, the difficulty was to find an arbiter or sentence-finder whose decision should be accepted by both parties alike, both for his impartiality and for his knowledge of the oldest law.

But as a privilege of this nature too often employed would throw the whole ball into complete anarchy, two means are established to obviate this abuse namely, the leader makes use of his right to terminate the polonaise, in imitation of a king or marshal dissolving a Diet, or else, according to the predominating wish, all the cavaliers leave the ladies alone in the middle, who then choose new partners and continue the dance, excluding the disturbers and discontented, which recalls the confederations employed for the purpose of making the will of the majority prevail.

Here you have the relics of any government you please a dozen republics, tyrannies, theocracies, merchant confederations, kingdoms, and more than one empire. You have your choice. Would not a sectional decision producing such result by a majority of votes, either Northern or Southern, of necessity drive out the oppressed and aggrieved minority and place in presence of each other two irreconcilably hostile confederations?

Therefore I am unable to see the force of the argument that, as the conditions under which all existing federations were established differ in some respects from those under which the proposed federal union between England and Ireland would have to be established, therefore the success of these confederations, such as it is, gives them no value as precedents.
