If there have been those who doubted whether a confederated representative democracy were a government competent to the wise and orderly management of the common concerns of a mighty nation, those doubts have been dispelled; if there have been projects of partial confederacies to be erected upon the ruins of the Union, they have been scattered to the winds; if there have been dangerous attachments to one foreign nation and antipathies against another, they have been extinguished.

This is said to have been the last open war made between the clans by their own authority. The Highland lords made treaties, and formed alliances, of which some traces may still be found, and some consequences still remain as lasting evidences of petty regality. The terms of one of these confederacies were, that each should support the other in the right, or in the wrong, except against the king.

It could not be long before the vices which are found in all extensive confederacies would begin to show themselves. Every member of the League would think his own share of the war too large, and his own share of the spoils too small. Complaints and recriminations would abound.
