In consequence of a municipal election having gone in favor of the government candidates by a majority of thirty votes, a fresh insurrection had just broken out in the city, and when M. Forgues reached his destination he found the national troops in possession of Parana, which was closely besieged by the Blancos or "Whites," as the insurgents were called from their trappings, to distinguish them from the Colorados or "Reds," which was the name given to the Buenos Ayres party.
This second struggle came to a close with the death of the insurgent leader; but it cost the lives of thousands and did irreparable damage to the commerce and industry of the country. Uruguay then enjoyed a respite from party upheavals until 1910, when Jose Batlle, the able, resolute, and radical-minded head of the Colorados, announced that he would be a candidate for the presidency.
In addition, it established the principle of minority representation and of secrecy of the ballot, permitted the Congress to extend the right of suffrage to women, and dissolved the union between Church and State. If the terms of the new instrument are faithfully observed, the old struggle between Blancos and Colorados will have been brought definitely to a close.
In this little state the Colorados, upheld openly or secretly by Brazil and Argentina, were conducting a "crusade of liberty" against the Blanco government at Montevideo, which was favored by Paraguay.
Santa Coloma rose equal to the occasion; swiftly riding from column to column, he addressed each in turn, and, using the quaint, expressive phraseology of the gauchos, which he knew so well, poured forth his denunciations of the Colorados with a fury and eloquence that brought the blood with a rush to many of his followers' pale cheeks.

This did not suffice to put an end to internal unrest, and the rival parties the Colorados and the Blancos made a battle-ground of the Republic for generation after generation. Notwithstanding this, the intellectual progress of the Uruguayans has continued throughout, and the development of the national industries on a fitting scale is now proceeding.
