Yet he would neither fulfill the high purposes of his station nor consult the true interests or the solemn will of the people the common constituents of both branches of the Government by yielding his well-considered, most deeply fixed, and repeatedly declared opinions on matters of great public concernment to those of a coordinate department without requesting that department seriously to reexamine the subject of their difference.

The parts are so separated in thought that no metaphysical or ideal distinction exists to coordinate them in classification. We are simply forced back, in our attempt at classification, upon the intuitions of consciousness, where reason manifestly ceases to enforce its inductions. And here the human mind intuitively springs an objection which is at once aimed at the very citadel of Darwinism.

But inasmuch as the Constitution contained no provision of this character it left the states in a position to defend their claim to coordinate rank with the general government. The adoption of the Constitution was merely the first step in this program of political reconstruction.

Though the executive and the legislature were a direct inheritance, needing but little change, a deep line was drawn between the three departments, and the theory of the coordinate judiciary was first brought to its maturity within the jurisdiction where it had been born.

In this mixed assembly the obligations contracted in the inferior courts were renewed, a general oath of allegiance to the king was taken, and all debates between the several inferior coördinate jurisdictions, as well as the causes of too much weight for them, finally determined.

Shuckford, above quoted, was constrained to come, after his wearisome and unavailing attempt to coordinate its various parts: "As to the Fathers of the first ages of the Church, they were good men, but not men of universal learning." Sacred cosmogony regards the formation and modeling of the earth as the direct act of God; it rejects the intervention of secondary causes in those events.

But he was not able to coordinate his ideas, to follow a line of argument nor to instruct or forbid his friends to adopt this or that line of conduct.

In September, 1979, I signed an Executive Order designed to strengthen and coordinate Federal consumer programs and to establish procedures to improve and facilitate consumer participation in government decision-making. Forty Federal agencies have adopted programs to comply with the requirements of the Order.

The moment we consider the situation philosophically we perceive why using a court to control a coordinate legislature must, nearly inevitably, be sooner or later fatal to the court, if it asserts its prerogative.

Entertaining unlimited confidence in your intelligent and patriotic devotion to the public interest, and being conscious of no motives on my part which are not inseparable from the honor and advancement of my country, I hope it may be my privilege to deserve and secure not only your cordial cooperation in great public measures, but also those relations of mutual confidence and regard which it is always so desirable to cultivate between members of coordinate branches of the Government.
