No skilled farmer or leader of farmers should be without some reasonably correct notions of the principles that determine the position of agriculture in the industrial world. A brief study of the elements of political economy, of sociology, of civics, is not enough; no more than the study of the elements of botany, of chemistry and of zoölogy is enough.
The difficulty of providing suitable text-books is partly met by the addition of supplementary local information. There are very few colleges and universities which do not provide courses in political science. No claim is made that the teaching of civics makes of necessity good citizens, but merely that it makes the good citizen into a better one.
Civics, as the applied sociology of each individual and each body of interests, has but begun to be dreamed of; and before it can be properly developed it is desirable, if not necessary, that the general public should know something more than at present both of the historic development of the "civic" idea, and of the psychology of aggregations as differentiated from the psychology of the individual.
No discussion of the preliminaries and fundamentals of Civics can omit some consideration of the vast and ever growing literature of cities. But how are we to utilise this? How continue it? How co-ordinate it with the needed independent and first-hand survey of city by city? And how apply this whole knowledge of past and present towards civic action? The answer must plainly be a concrete one.

This difference, however, is to be noted between the Shinto ideal social order and the Confucian, or rather that development of Confucian ethics and civics which arose during the Tokugawa Shogunate; Shinto appears to have been, properly speaking, nationalistic, while feudal Confucianism was tribal.

We are all for progress, but we each define it in his own way.
