The first effect of this striking change in the nature of landed property and of public office was to substitute for the centralised state of the Carolingians a lax federal system, in which each unit was a group of men attached to the person of a hereditary superior. This nascent feudalism was often brutal, always summary and short-sighted, in its methods of government.

Long hair was identified with right of succession, as a mark of royal race, and the maintenance of ancient tradition. A tondu signified a slave, and even under the Carolingians to shave a prince meant to affirm his exclusion from the succession. A general improvement in English roads, roadside inns, and methods of conveyance commenced about 1715.

Kirtley's binocular, strung over his shoulders, came in handy to the others. He preferred to remain and contemplate alone the solemn scene about him. It was an hour he had looked forward to. He wanted to recall what he had read of this historic spot and the epic and romantic associations here of the most celebrated of Carolingians.

The family of the Pipins, who were of pure German extraction, acquired the hereditary right to this office, first in Austrasia and later in Neustria. The descendants of Pipin of Heristal, as dukes of the Franks, had regal power, while the title of king was left to the Merovingian princes. The race of Pipin was afterwards called Carolingians, or Karlings.

Let us be careful to keep what we have, lest we lose it because we do not know how to appreciate it. Germany once was a powerful empire under the Carolingians, the Saxons, and the Hohenstaufens, and when she lost her place, five, yes six hundred years passed before she regained the use of her legs if I may say so. Political and geological developments are equally slow.

The idea of a personal contract between the free warrior and his lord, by which the former places himself at the disposition of the latter and promises unlimited service, is one which occurs in many primitive societies and is peculiar to no one branch of the human race. Under the Carolingians such followers appear in the host, in the royal household, in every branch of the administration.

By the middle of the ninth century, when immunitas had been granted to all religious foundations, the Carolingians allowed the right of choosing the advocati to slip from their feeble grasp. The privileged estates remained, but the royal control over their internal government was gone.

The race of the Carolingians, whose greatest monarch was the famous Charlemagne, or Karl der Grosse, sprang from a family of usurpers known as the ‘Mayors of the Palacewho had snatched the crown from the rois fainéants, the last weakly shoots of the mighty line of Merovig.

The counts of Paris were rich and capable, while the later Carolingians were poor and unfortunate.

I do not speak here of the transitory imitation of it by the Carolingians or of the attempt at the restitution or copy of it in the spiritual sphere of the Church, or again of its phantom survival in the ghostly form of the Holy Roman Empire.
