In enlarging the field of these working principles, the Swiss have developed in the political world a factor which, so far as it is in operation, is creating a revolution to be compared only with that caused in the industrial world by the steam engine. The cantonal Initiative exists in fourteen of the twenty-two cantons in some of them, however, only in reference to constitutional amendments.

I had enlisted the services of my friend Hagenbuch, the Cantonal Secretary, to use all his influence to secure me a few acres of land at this spot as cheaply as possible. But herein lay the great difficulty.

The political development of the Celtic nation also presents very remarkable phenomena. The constitution of the state was based in this case, as everywhere, on the clan-canton, with its prince, its council of the elders, and its community of freemen capable of bearing arms; but the peculiarity in this case was that it never got beyond this cantonal constitution.

The deviation from those plans, perhaps the greatest error of his life, and all that was done in the spirit of them the servant of the Gospel, which requires kindness, patient correction of a straying brother, and in civil life the sacred observance of treaties, he and Zurich must mourn over. Fridolin, in the cantonal seal of Glarus. Vol. II. Part 2. pp. 453, 455, 456.

Just as the five cities of Colchester, Lincoln, York, Gloucester, and St. Albans, stand on the sites and in some fragmentary measure bear the names of five Roman municipalities, so Isca Dumnoniorum, now Exeter, appears to have been a cantonal capital developed out of one of the great market centres of the Celtic tribes, and as such it was the most westerly of the larger Romano-British towns.

By such a common possession the way was prepared for their advance from that cantonal individuality, with which the history of every people necessarily begins, to the national union with which the history of every people ends or at any rate ought to end. I. II. Italians Latus, formerly -stlatus-, has no connection with Latium.

After much preliminary work done by French commissioners and the Swiss deputies in committee, the First Consul summed up the results of their labours in the Act of Mediation of February 19th, 1803, which constituted the Confederation in nineteen cantons, the formerly subject districts now attaining cantonal dignity and privileges.

Indulgences towards Existing Arrangements The former cantonal constitutions with their hereditary kings, or their presiding feudal-oligarchies, continued in the main to subsist after the conquest, and even the system of clientship, which made certain cantons dependent on others more powerful, was not abolished, although no doubt with the loss of political independence its edge was taken off.

Development of Knighthood Breaking Up of the Old Cantonal Constitution It is simply the reverse side of the total want of urban commonwealths among the Celts just noticed, that the opposite pole of political development, knighthood, so thoroughly preponderates in the Celtic clan-constitution.

Speaking upon this point, the New York 'Evening Post' correspondent says: 'Evidently there are few countries that do so much to discourage the accumulation of vast fortunes; and, in fact, Switzerland has few paupers and few millionaires." But the octroi is now a thing of the past, and save in one respect the cantons have abolished cantonal tariffs.
