A newspaper in Arabic called the Jawaib was subsidized at Constantinople under the direction of one Achmet Faris, a convert to Islam and a man of great literary ability and knowledge of Arabic, who already had views on the subject of the Caliphate; and this organ henceforth consistently advocated the new policy of the Ulema.

It will, therefore, before we go further, be interesting to examine the relations existing in the past and present between Mecca and the Caliphate, and to ascertain the position now held by Abd el Hamid in Arabia. On this point I believe that I can offer information which will be both valuable and new. The political constitution of the Moslem Holy Land is one of the most anomalous in the world.

On the death of Sancho the Great, it was broken up . At about the same time the Ommiad caliphate was broken up into small kingdoms . After the death of Sancho, or early in the eleventh century, we find in Northern Spain, beginning on the west and moving eastward, the kingdom of Leon, the beginnings of the kingdom of Castile, the reduced kingdom of Navarre, the beginnings of the kingdom of Aragon, and, between Aragon and the Mediterranean, Christian states which had been comprised in the Spanish March over which the Franks had ruled.

Constantinople is after all his weak point, for the Young Turkish school is far from dead, the vicissitudes of life and death follow each other closely on the Bosphorus, and the liberal party can better afford than the reactionary to wait. The death or fall of Abd el Hamid, whenever it may happen, would immediately decide a movement counter to the Ottoman Caliphate.

It is almost certain that if Abd el Mejid and Abd el Aziz had been succeeded by another of those senseless monarchs who have so often filled the Imperial throne, the Ottoman Caliphate would already have been a thing of the past, at least as regards the larger and more intelligent part of Islam.

In my next and concluding chapter I propose to sketch a policy towards Islam worthy of England's high sense of duty, and conformable to her true interests. This claim has been endorsed by Abd el Mutalleb, who is issuing a Resalat rayiyeh, or pastoral letter, this year to the pilgrims in support of Abd el Hamid's Caliphate.

A second volume appeared in 1841 containing elaborate notes by Asher himself and by such eminent scholars as Zunz and Rapoport, together with a valuable essay by the former on the Geographical Literature of the Jews and on the Geography of Palestine, also an Essay by Lebrecht on the Caliphate of Bagdad.

Purists might deny him if they dared: the vulgar Sunni mind was impressed and disposed to accept. The main importance, however, of Selim's assumption of the caliphate was that it consecrated Osmanli militarism to a religious end to the original programme of Islam. This was a new thing, fraught with dire possibilities from that day forward.
