This, and not the question of wages, is the gravest problem. I shall never forget a scene of which I was a witness that took place on the banks of the river that flows through Bilbao, my native town.
Thiers did not, however, feel strong enough to accept this offer, and Palmerston determined to act alone. A British squadron under Lord John Hay was despatched to the Spanish coast with instructions to assist the royalist forces. This squadron is probably entitled to the principal share in the credit for the successful resistance of Bilbao to the Carlist armies.
Arms were brought and a ship was freighted for Bilbao in Spain. He pawned all his jewels, but these could not raise much, and no money was sent to him out of England. So he was hurried into an ill-designed invasion. The whole company consisted but of eighty-two persons. They were all faithful to one another.

As already stated, this company has altogether seventy cables, of a total length of nearly 22,000 miles. The Direct Spanish Telegraph Company has a cable, laid in 1884, from Kennach Cove, Cornwall, to Bilbao, Spain, 486 miles in length .
The Carlist general turned aside in consequence to the siege of Bilbao, in which a few weeks later he met his death. In February, 1836, some changes in the French ministry increased the power of Thiers, who had so recently advocated the policy of intervention. Palmerston now proposed a French expedition to the Basque provinces, while the British were to occupy St. Sebastian and Pasages.
Philip, who was as fond of indirect ways as herself, proposed to quicken her irresolution. The harvest had failed in Galicia, and the population were starving. England grew more corn than she wanted, and, under a special promise that the crews should not be molested, a fleet of corn-traders had gone with cargoes of grain to Coruña, Bilbao, and Santander.
Bilbao, with its five railway stations, its electric tramways, and its population of sixty-six thousand, has become the first and most important shipping outlet of Spain.
But it came too late to save them, and those whose bodies might have rallied died of broken hearts and disappointed dreams. Santa Cruz's old companions could not survive the ruin of the Spanish navy. Recalde died two days after he landed at Bilbao. Santander was Oquendo's home. He had a wife and children there, but he refused to see them, turned his face to the wall, and died too.
