We were ready to give our diplomatic support to Roumania that she might obtain Bessarabia, and she would, therefore, gain far more than she would lose.

That language and national characteristics have, nevertheless, not been lost is due to the fact that the Rumanian population of Bucovina is peasant almost to a man a class little amenable to changes of civilization. This also applies largely to Bessarabia, which, first lost in 1812, was incorporated with Rumania in 1856, and finally detached in 1878.

Other countries are covered by large rivers, either as a first line or as a second. It is, however, remarkable that such lines, apparently so well calculated to separate nations without interfering with trade and communication, are generally not part of the real frontier. It cannot be said that the Danube divides Bessarabia from the Ottoman empire as long as the Turks have a foothold in Moldavia.

Some of these occurred in the Bukowina, in Bessarabia, and in Galicia, others in the neighborhood of Baranovitchy, north of the Pripet Marshes, and, later, toward the middle of March, 1916, fighting took place at the northernmost point of the line, near Lake Babit.

In the summer of 1918 even the most optimistic Rumanians doubted if the nation would emerge from the war with more than a fraction of its former territory, yet to-day, as a result of the acquisition of Transylvania, Bessarabia and the eastern half of the Banat, the country's population has risen from seven to fourteen millions and its area from 50,000 to more than 100,000 square miles.

Russia's short-sighted policy in 1878, in annexing the Roumanian province of Bessarabia as a reward for their valiant support at Plevna, drove the Roumanians into the arms of Austria-Hungary, and for a whole generation not even the perpetual irritant of Magyar tyranny in Transylvania could avail to shake the entente between Vienna and Bucarest, strengthened as it was by the personal friendship of the Emperor Francis Joseph and King Charles.

It deprived Russia of much of the benefit of her victory, and left nearly every racial question unsettled. Roumania lost Bessarabia, which was mainly inhabited by Roumanians. Bosnia and Herzegovina were handed over to the administration of Austria. Turkey was allowed to retain Macedonia, Albania and Thrace. Serbia was given Nish, but had no outlet to the sea.

On January 22, 1917, an Overseas News Agency dispatch stated that the number of Rumanian prisoners taken during the entire campaign to date now numbered 200,000. Describing the situation of the Rumanian army at that time, the dispatch continued: "The rest of the Rumanian army, part of which fought well, is reorganizing in Moldavia and Bessarabia.

Stagnation held the business world, prices were rising to prohibitive heights, partly because of the dawdling of the world's conclave; hunger was stalking about the ruined villages of the northern departments of France, destructive wars were being waged in eastern Europe, and thousands of Christians were dying of hunger in Bessarabia.

In 1772, Dantzig was a seaport of Poland, Kaminets, in Podolia, its border stronghold against Turkey; while to the west and north its frontier extended almost to the walls of Riga, and to within a short distance from Moscow. In still earlier times, Bessarabia, Moldavia, Silesia, and Livonia were embraced within the Polish possessions.
