I am more than convinced that underlying this resolution is a purpose to discredit your leadership, for the forces that are lined up for this fight against you are the anti-preparedness crowd, the Bryan-Kitchen-Clark group, and some of the anti-British Senators like Hoke Smith and Gore.

It is too frequently the reverse side of fear and incipient hatred of Japan, colored perhaps by anti-British feeling. There should be no disguising of the situation. The aggressive activities of other nations in China, centering but not exhausted at this time in Japan, are not merely sources of trouble to China but they are potential causes of trouble in our own international relationships.

A permanent Opposition cannot but be biassed, and its press will seize at everything that will justify the feeling of hostility. An outstanding illustration of the anti-British spirit is the frequently expressed opinion that the Indian famines are a result of British rule, or at all events have been aggravated thereby.

Not only have the preachers of the Arya Samaj, taking their cue from the writings of their apostle Dayanand, frequently indulged, both in the Press and on the platform, in outrageous attacks upon the Mahomedans' religion, but the militant Hindus have visited upon the Mahomedans their refusal to join in an anti-British agitation by enforcing against them a commercial and social boycott, none the less oppressive and damaging because it is not openly proclaimed.

From the pro-Indian feeling to the anti-British Boycott feeling is only one step along the road that new-educated India is treading. The boycott of British goods in 1905 has been the next step. The provocation alleged by the politicians who organised the boycott was the division of the province of Bengal. The plea of encouragement of native industries we may set aside as an afterthought.

Among the French Canadians the loyalists included very few besides the seigneurs, the clergy, and a handful of educated people in Montreal, Three Rivers, and Quebec. The mass of the habitants were more or less neutral. But many of them were anti-British at first, while most of them were anti-American afterwards. Events moved quickly in 1775.

Had that State been reconstituted we should instantly have been faced once more with the Franchise question, the Uitlander question, the corrupt oligarchy, the anti-British conspiracy, and everything which we had spent so much blood and money to set right.

But whereas in other parts of India the idea of social reform came to be associated with that of Western ascendency and therefore weakened and gave way before the rising tide of reaction against that ascendency, it has been associated in the Punjab with the cry of "Arya for the Aryans," and the political activities of the Arya Samaj, or at least of a number of its most prominent members who have figured conspicuously in the anti-British agitation of the last few years, have secured for it from Hindu orthodoxy a measure of tolerance and even of good will which its social activities would certainly not otherwise have received.

The French Revolution had already begun, though its effect was not yet felt in Canada.
