The history of every country contains phases of political ineptitude in which that country becomes so misgoverned as to be not only a nuisance to the foreigner within its borders but a danger to its neighbours. Mexico is in such a phase to-day. And most of the aggressions and annexations of the modern period have arisen out of the inconveniences and reasonable fears caused by such an inept phase.

We were ready to conclude a general peace without indemnities or annexations, and were thoroughly agreed to leave the development of affairs in Russia thereafter to the judgment of the Russian Government itself. We should also be willing to learn something from Russia, and if his revolution succeeded he would force Europe to follow him, whether we would or not.

They insist that the war shall not end in vindictive action of any kind; that no nation or people shall be robbed or punished because the irresponsible rulers of a single country have themselves done deep and abominable wrong. It is this thought that has been expressed in the formula, "No annexations, no contributions, no punitive indemnities."

Towards the north and the west the history of Russian expansion may almost be regarded as closed. Northwards there is nothing to be annexed but the Arctic Ocean and the Polar regions; and, westwards, annexations at the expense of Germany are not to be thought of. There remain, therefore, only Sweden and Norway.

From the point of view of internal politics, because the number of non-Hungarian inhabitants would be thereby increased; from the military point of view, because it would give rise to frontier conflicts with unreliable Roumanian factions; and, finally, from the point of view of foreign policy, because it would mean annexations and the transference of population this way and that, rendering friendly relations with Roumania an impossibility.

Its idea of peace was that Germany should forgo annexations, and the Entente its claims to indemnities; but the chief anxiety of the Reichstag was to make capital for the cause of constitutional reform out of the dissatisfaction with Germany's military situation, and that was immediately improved by the collapse of the last Russian offensive.

The Romans considered it, as Washington did, the most honorable and useful occupation. Each Roman citizen was allotted a piece of land of from five to fifty acres by the government, and in after times, when annexations were made, up to five hundred acres were allotted.

As French conquests led to annexations of territory in Italy and in Germany, these regions also found themselves unable to import with their own vessels, and so neutral commerce found ever-increasing markets dependent upon its activity.

Especially since it is observable that the large views as to intellectual property which can apparently reconcile an able person to the use of lately borrowed ideas as if they were his own, when this spoliation is favoured by the public darkness, never hinder him from joining in the zealous tribute of recognition and applause to those warriors of Truth whose triumphal arches are seen in the public ways, those conquerors whose battles and "annexations" even the carpenters and bricklayers know by name.

As might be expected, I met with violent opposition from Hungary, where, under the name of strategical frontier rectifications, as a matter of fact greater annexations were desired.
