While there is a strong Government press, which is loyal to the Tisza party, there is an equally powerful opposition press which follows the leadership of Count Albert Apponyi and Count Julius Andrassy, the two most popular men in Hungarian public life. Apponyi told me on one occasion that while the Government was controlled by Tisza a great majority of the people sided with the opposition.

Possibly no one of the trio, Bismarck, Andrassy and Gortschakoff, dares to look beyond the hour. The question may be deferred again, but it must be decided some day upon a lasting basis. Stripped of unessentials, it is a question of race-supremacy.

"Berlin, le 12 juin 1878." It was a brilliant assemblage of great names and intelligences that responded to his invitation Gortschakoff, Schouvaloff, Andrassy, Beaconsfield, Salisbury, Karolyi, Hohenlohe, Corti, and many others, younger men, who acted as secretaries.

In opposition to his father and Count Andrassy, who counselled neutrality and the withdrawal of the Rumanian army into the mountains, and in sympathy with Bismarck's advice, Prince Carol concluded a Convention with Russia on April 16, 1877.

From the Andrassy Avenue, a beautiful Boulevard, with its cafes and book-shops, and pleasant interludes of flower-beds and fountains, you may get, in a few minutes crossing the Danube on a great steamer, and ascending the heights of Buda by a funicular railway to a spot where, seated in an avenue of chestnut trees and looking on the villa-strewn slopes of sleeping hills, or watching the sun set in splendour behind them, you may forget that you are living in a bustling modern town, and one with an Exhibition to boot.
