The report of the Postmaster-General presents fully the condition of that Department of the Government. Its expenditures for the last fiscal year were $10,407,868 and its gross receipts $7,620,801, making an excess of expenditure over receipts of $2,787,046. The deficiency of this Department is thus $744,000 greater than for the year ending June 30, 1853.
It appeared upon the records of the State of Kansas that the new county had 2,662 bona-fide inhabitants, of whom 868 were householders. These claimed a taxable property, in excess of legal exemptions, amounting to $313,035, including railroad property of $140,380. I need not state that the organization was wholly based upon fraud.
We have not heard for some years of Hubba, the brother of Hinguar, the younger of the two vikings who planned and led the first great invasion in 868. Perhaps he may have resented the arrival of Guthrum and other kings in the following years, to whom he had to give place.
From these there were furnished to the general and regimental, the stationary and movable hospitals 218,952 cases: 24,084, or 11 per cent, of these patients were wounded or injured in battle, and 194,868, or 89 per cent, suffered from the diseases of the camp. This is equal to an annual average of two and a half attacks of sickness for each man.
By 1852, 7,836 had been deported from the United States to Liberia. 2,720 of these were born free, 204 purchased their freedom, 3,868 were emancipated in view of their going to Liberia and 1,044 were liberated Africans returned by the United States Government.
We know, however, that the expenses connected with the Great Western, and the London and Birmingham bills, amounted respectively to £88,710 and £72,868, exclusive altogether of the costs incurred by the different parties who opposed these lines in Parliament.
Very little of the art comes down: there are some bas-reliefs of horses, fine and strong work, realistic, but with redeeming nobleness. How literature had revived may be gathered from this: in Han Wuti's Imperial Library there were 3123 volumes of the Classics and commentaries thereupon; 2705 on Philosophy; 1318 of Poetry; 2528 on Mathematics; 868 on Medicine; 790 on the Science of War.

By comparing the public disbursements of 1869, as estimated, with those of 1791, it will be seen that the increase of expenditure since the beginning of the Government has been 8,618 per cent, while the increase of the population for the same period was only 868 per cent.
With the political change in 868, which introduced the Turkish period, Ibn Tûlûn became the ruler, and another era of mosque and palace and hospital building prevailed.
