About 1779 five frigates of 38 guns, and averaging 946 tons, were launched. They were the Minerva, built at Woolwich, the Arethusa, Latona, Phaeton, and Thetis. They were first armed with 28 18-pounders on the main-deck and 10 6-pounders, 8 18-pound carronades and 14 swivels on the quarter-deck and forecastle, and with a complement of 270 men.

Batteries Nos. 1 and 2 were equipped with, No. 1, four Hontoria 6-inch guns; two Nordenfeldt 6-pounders; No. 2, two Krupp 12-inch guns; four Hontoria 3-inch mortars. The 12-inch Krupps were to stand off battleships attempting to force the harbor, or to bombard the Morro.
Doyle says in his book about this engagement: It is doubtful whether ever before a position has been exposed to such an awful bombardment. The weight of the ammunition fired by some of the cannon was greater than that of an entire German battery during the Franco-Prussian war."
