On May 4, 5, 1920, the final convention of the Woman Suffrage Association was held in Columbus and with its work finished the State League of Women Voters was organized, with Miss Amy G. Maher as chairman. The devotion, the efficiency, the self-sacrifice of the suffrage workers in Ohio will never be known. Their strength lay in their cooperation.

Even if the Treaty was bad in certain provisions, so long as the President remained inflexible and insistent, its ratification without change seemed a duty to humanity. At least that was my conviction in the summer and autumn of 1919, and I am not yet satisfied that it was erroneous. My views after January, 1920, are not pertinent to the subject under consideration.

In 1920 the total organized union membership, including the 871,000 in unions unaffiliated with the American Federation of Labor, was slightly short of 5,000,000, or over four million in the Federation itself. In 1921 the membership of the Federation declined slightly to 3,906,000, and the total organized membership probably in proportion.

In the first place, the ordinary national system of unemployment relief, which must in any case continue, might be so framed as to encourage rather than to discourage the institution of industrial schemes. Under the Insurance Act of 1920 "contracting out" was provided for, but it was penalised, while at the present moment it is prohibited altogether.

An incurable reluctance to make food for cannon and impose further burdens on selves already weighted to the ground by taxes, developed in the peoples of each Central and Western land; and in the years from 1920 to 1930 the downward curve was so alarming in Great Britain that if the Patriotic Party could only have kept office long enough at a time they would, no doubt, have enforced conception at the point of the bayonet.

Finally after repeated importunities he announced on December 30 that he would call the special session for Jan. 15, 1920, if a two-thirds majority of the Legislature would agree to consider only ratification.

Unnoticed at the time, a new sort of pioneering began. City-dwelling people turned hungry eyes toward the cheap country farmhouses located beyond limits of horse and carriage travel. By 1920, this trend was in full swing and greatly expedited by the program of highway improvement and rebuilding that spread across the country.

So I pictured the future for my top-hat, never dreaming that in 1920 it would take the air again. "The war," said the press, "has killed the top-hat." Apparently it failed to do this, as it failed to do so many of the things which we hoped from it. So the old veteran of 1912 dares the sunlight again. We are arrived, and I am greeted warmly by the bride's parents.

The side shoot g grew to h in 1919 and made a flower-bud. The other shoots have similar histories: the long shoot i bore a fruit-bud at k in 1919 and a fruit in 1920; in 1920 it also made three lateral shoots and a terminal shoot, with flower-buds terminating two of them.

The common creative mould out of which both must be struck is the principle of Home Rule. The advocates of Home Rule are invited to many ordeals by way of verifying their good faith; perhaps the heaviest ordeal is that of prophecy. Very well, people say, what are you going to do with Home Rule when you get it? What will Irish politics be like in, say, 1920?
