The national debt was dwindling to the point of disappearance, and the country had more money than it could use. Jackson therefore called upon Congress to revise the tariff system so as to reduce the revenue, and in the session of 1831-32 several bills to that end were brought forward.

In 1831-32 both became deeply interested in the subject of slavery, through the writings and personal influence of William Lloyd Garrison. Her husband, a member of the Massachusetts legislature and editor of the Massachusetts Journal, had, at an earlier date, denounced the project of the dismemberment of Mexico for the purpose of strengthening and extending American slavery.

The second part, which appeared October 8, 1836, was largely taken up with accounts of matters and things in Paris during the winter of 1831-32, a journey up the Rhine, and a second visit to Switzerland. These two parts made four volumes. The remaining six had the general title of "Gleanings in Europe," and two each were devoted to France, England, and Italy.

The supreme interest of the reform bill and its incidents naturally dwarfed all other political questions, and the legislative annals of 1831-32 are otherwise singularly devoid of historical importance.

The change wrought by the reform act in the strength and distribution of parties was immediate and conspicuous. The ancient division of whigs and tories, which had become well-nigh obsolete in the reign of George IV., had been revived by the great struggle of 1831-32.

After the siege of Acre by Ibrahim Pasha in the winter of 1831-32, the remnant of the population fled to the mountains, and Lady Hester, whose hospitality was always open to the distressed, declares that for three years her house was like the Tower of Babel. In 1832 Lamartine paid a visit to Joon, which he has described in his Voyage en Orient.

The deep snows of the winter of 1830-31 abundantly filled the channels of that stream, and the winter of 1831-32 substantially repeated its swelling floods. Newcomers in that region were therefore warranted in drawing the inference that it might remain navigable for small craft.

But this great struggle, now to be described, so engrossed the attention of the country, that little room was left for the consideration of other interests, until it should be decided. It is probable that no great measure was ever preceded by so thorough a preparation of the public mind as the reform bills of 1831-32.

It has been calculated that since the end of the great war the accumulation of capital had been twice as rapid as the multiplication of the people, but, in spite of this, pauperism, as measured by poor law expenditure, had increased almost continuously since 1823, and emigration received a startling impulse in 1831-32.
