For the year under consideration the excess of expenditures over receipts on account of the consular service amounted to $26,125.12, as against $96,972.50 for the year ending June 30, 1902, and $147,040.16 for the year ending June 30, 1901.

The expenditures for all purposes were $19,235,483, leaving an unexpended balance in favor of the Department of $743,210, which can be applied toward the expenses of the Department for the current year. The increase of postal revenue, independent of specific appropriations, for the year 1867 over that of 1866 was $850,040.

To meet these payments there is within the control of the Department the sum of $28,040, leaving a deficiency of $139,666.06-1/3.

All business came to a standstill, and property fell to a fourth of its former value. The imposts were not found adequate to produce the sums required, and a new loan, at five per cent, was decreed. All subscribed to the utmost of their ability, raising the enormous sum of 6,294,040 lire. A new captain general was elected, and the government nominated Taddeo Giustiniani to the post.
