The Reformation seemed about to go backward. Paralyzing formulas took the place of the living Gospel: first, the Augsburg Confession; then, the Helvetic, and for others again, the XXXIX Articles of the Episcopal Church of England. Protestant Popes rose up beside the Catholic, who, from this time forth, wore his triple crown with greater security.

Political causes came in to help the reaction, and from that time the Protestant portion of the Helvetic Confederation may be said to have had a literature of its own. It is the history of the literature of German Switzerland during the eighteenth century that Mörikofer has essayed to write.

Here again he was frustrated, and was compelled to enter into a capitulation by which he acknowledged the independence of the Helvetic States, and their permanent severance from Austrian jurisdiction. In April, 1498, Charles VIII. died, and Louis XII. succeeded him on the throne of France. Louis immediately made preparations for a new invasion of Italy.

Possibly the best solution would have been to join Savoy to the Swiss Confederation, though the martial instincts of the race were not favourable to their Conversion into peaceful Helvetic citizens. From one point of view, that of military defence, the retention of the province was of infinitely more moment to the future Italy than to little Piedmont.

It was, indeed, to the ambition of the leading States of Greece to control the domestic concerns of the others that the destruction of that celebrated Confederacy, and subsequently of all its members, is mainly to be attributed, and it is owing to the absence of that spirit that the Helvetic Confederacy has for so many years been preserved.

He also passed a day or two at Geneva, where he was called to a meeting of the Helvetic Society, which gave him an opportunity of renewing old ties of friendship, as well as scientific relations, with the naturalists of his own country, with Pictet de la Rive, de Candolle, Favre, and others. As the generalizations on which all his future zoological researches were based, are sketched in the Preface to his "Poissons Fossiles," so his opening address to the Helvetic Society in 1837 unfolds the glacial period as a whole, much as he saw it at the close of his life, after he had studied the phenomena on three continents.

The Confederation which was early felt to be necessary was prepared from the models of the Batavian and Helvetic confederacies, the only examples which remain with any detail and precision in history, and certainly the only ones which the people at large had ever considered.

He also recognized the Cisalpine, Ligurian, Helvetic, and Batavian Republics, as at present constituted; but their independence, and the liberty of their peoples to choose what form of government they thought fit, were expressly stipulated. These cessions fitted in well with Napoleon's schemes for the proposed elevation of the heir of the Duchy of Parma to the rank of King of Tuscany or Etruria.

It is a peninsula formed by the Aar, which rises near the Rhine. The mayor spoke to me of the power of the canton, its lordships and bailiwicks, and explained his own powers; he then described the public policy, and told me of the different systems of government which compose the Helvetic Union. "I understand perfectly well," I said, "that each of the thirteen cantons has its own government."
