Unfortunately, Americans see no opportunity to doubt the barbarous behaviour of the German army; and in the debate over the Zabern affair some of your best citizens rebelled against military brutality but the punishment meted out to the military offenders was nullified by your military Government.
Zabern, or in French, Saverne, is a little town of between eight and nine thousand inhabitants, beautifully situated at the foot of the Vosges Mountains on the banks of the Rhine-Marne Canal.

The idea of trusteeship, which had gradually established itself among the rulers of the British dominions, and in the French colonies also, was totally lacking among the Germans. They ruled their primitive subjects with the brutal intolerance of Zabern, with the ruthless cruelty since displayed in occupied Belgium.
And far and wide the country is alight with incendiary fires, many devils still abroad. Fermor, during the night-watches, having cobbled himself into some kind of ranks or rows, moves down well westward of Zabern Hollow; to the Drewitz Heath, where he once before lay, and there makes his bivouac in the wood, safe under the fir-trees, with the Zabern ground to front of him.
Her newspapers were saying nasty things about Austria. They must do so no longer. That is the Austrian spirit. You had it in Zabern. How dare you criticize a Customs official? And if you laugh it is a capital offence. The colonel threatened to shoot them if they repeated it. Servian newspapers must not criticize Austria.
A recent instance is that unhappy affair at Zabern in Alsace where an army officer in time of peace wantonly struck and wounded a peaceful crippled citizen with his sabre. The victim could only appeal to the officer's military superiors, who acquitted the offender on the ground that the dignity of the military must be protected.
