By the device of the "common rule," so called, the possible influence upon the wage bargain of the economic position of the individual wage earner, or of the inefficiency or policy of the individual employer, is greatly curtailed.

Particular attention has been given to assisting men past middle life and in providing field labor for harvesting agricultural crops. This has been made possible in part through the service of the Federal Board for Vocational Education, which is cooperating with the States in a program to increase the technical knowledge and skill of the wage earner.

The gold seeker, be he master or wage earner, is beyond redemption. Murray McTavish had said that all men north of "sixty" were wage slaves. He might have included all the world. But the truth of his assertion was beyond all question. Not a man in the outfit Kars had organized but was a wage slave, down to the least civilized Indian who labored under a pack. Bodily ease counted for nothing.

In 1866 when the eight-hour demand was as yet uppermost, the National Labor Union resolved for an independent labor party. The espousal of greenbackism in 1867 only reenforced that resolution. The leaders realized only too well that neither the Republican nor Democratic party would voluntarily make an issue of a scheme purporting to assist the wage earner to become an independent producer.

The strained and too often disturbed relations existing between the employees and the employers in our great manufacturing establishments have not been favorable to a calm consideration by the wage earner of the effect upon wages of the protective system.

While restrictive immigration has been adopted in part for the benefit of the wage earner, and in its entirety for the benefit of the country, it ought not to cause a needless separation of families and dependents from their natural source of support contrary to the dictates of humanity.

The main difference was that the master expended the subsistence wage of the chattel slave for him while the earner expended it for himself.

The ventripotent mulatto, the great cater, worker, earner and waster, the man of much and witty laughter, the man of the great heart and alas! of the doubtful honesty, is a figure not yet clearly set before the world; he still awaits a sober and yet genial portrait; but with whatever art that may be touched, and whatever indulgence, it will not be the portrait of a precision.

In olden days, too, many a woman derived an income from the sale of home-made rugs and counterpanes. Just how men have conceived the idea that it is only the modern woman who is a money earner, I cannot understand, nor can I understand how some men expect women to be happy in idleness. The most unhappy women in the world are the women who have a great deal of leisure time.

While restrictive immigration has been adopted in part for the benefit of the wage earner, and in its entirety for the benefit of the country, it ought not to cause a needless separation of families and dependents from their natural source of support contrary to the dictates of humanity.
