While socialists and communists regard the individualistic, capitalistic organization of society as an evil, and the anarchists regard as an evil all government whatever, there are royalists, conservatives, and capitalists who consider any socialistic or communistic organization or anarchy as an evil, and all these parties have no means other than violence to bring men to agreement.

The Socialist movement, even if it becomes some day capable of forcing concessions from the capitalists through their fear of a social overturn, depends first, last, and always upon its ability to teach and to train and to organize the masses of the people to solve their own problems without governmental or capitalistic aid, and to understand that, in order to solve them successfully, they must be able to take broad and far-sighted views of all the political and economic problems of the time.

He says in effect that the west has developed economic anarchy along with political control, with the result of capitalistic domination and class struggle. He wishes to avert this consequence in China by having government control from the first of all basic raw materials and all basic industries, mines, transportation, factories for cement, steel, etc.

Under a capitalistic system development naturally follows the line of greatest profit, and for this reason any protective tariff legislation which did not augment the profits of the capitalist would fail to accomplish its purpose. This was recognized and frankly admitted when the policy was first adopted.

And that Julian Ralph stuff that appeared in that same weekly lately is more of that peculiar kind of news that is being constantly ground out by the capitalistic sharks to catch the unwary, and was paid for by Spreckels another Moses, that has come to the succor of our beleaguered coast.

"The modern State," he wrote in 1880, "no matter what its form, is essentially a capitalistic machine, the State of the capitalists, the ideal personification of the total national capital. The more it proceeds to the taking over of productive forces, the more it actually becomes the national capitalist, the more citizens does it exploit. The workers remain wageworkers proletarians.

Frederick C. Howe, for instance, predicts a revival of capitalistic enterprise, after these measures are enacted, and even looks forward to the indefinite continuation of the struggle between capital and labor. Edward Bernstein, "Evolutionary Socialism," p. 154. Winston Churchill, "Liberalism and the Social Problem," p. 345. H. G. Wells, "New Worlds for Old," p. 185.

So ungraceful a view of the sacred core of this modern democratic organisation will need whatever evidence can be cited to keep it in countenance. Therefore indulgence is desired for one further count in this distasteful recital of ineptitudes inherent in this institutional scheme of civilised life. This count comes under the head of what may be called capitalistic sabotage.

There are many proposals, all the way from the plan to introduce cabinet ministers with limited power to have oversight over industry to the total abolishment of the capitalistic system and all the rights of property.

Capitalism becomes an impediment to the methods of production developed with and under it. The concentration of the means of production and the organisation of labor reach a point where it comes into collision with its capitalistic covering. It is broken. The hour of capitalistic private property strikes. The expropriators are expropriated."
