Among other wise provisions was a board of arbitrators called peace-makers, who were to adjust all difficulties and thus prevent lawsuits. The children were all taught some useful trade. When factors wronged their employees, they were to make satisfaction and one-third over. All causes for irreligion and vulgarity were to be suppressed, and no man was to be molested for his religious opinions.

The masters and men are to meet in joint conference, and both sides promise to abide by the decision of the arbitrators. It is said that Mr. de Armitt will not pay the sixty-five-cent rate, but will only give fifty-four cents till the new rate goes into effect in January.

It is his duty to receive these cases and divide them into ten groups, and assign to each tribe the group which comes to it by lot; after which the magistrates who introduce cases for the tribe hand them over to the Arbitrators.

The arbitrators, however, disposed of the question which had jeoparded the whole of the treaty and threatened to involve the two nations in most unhappy relations toward each other in a manner entirely satisfactory to this Government and in accordance with the views and the policy which it had maintained.

Satisfied, he put the question: "When, after telephoning, you returned to the room where your sister lay, you glanced at the lounge?" "Yes, I could not help it." "Was it in the same condition as when you left the pillows, I mean?" "I I think so.

When there are more than two parties to the dispute, one arbitrator shall be named by each of the several parties, and the arbitrators thus named shall add to their number others of their own choice, the number thus added to be limited to the number which will suffice to give a deciding voice to the arbitrators thus added in case of a tie vote among the arbitrators chosen by the contending parties.
