Or, if the mass of the people shrank from one and held the other an impracticable dream, why not seek the closest possible commercial tie with either nation? Thus Commercial Union, or a zollverein between Canada and the United States, and Imperial Preferential Trade, or a zollverein between Canada and the United Kingdom and the other parts of the British Empire, came into discussion.

The vast concession contained in the repeal of our navigation laws, has been answered by the enhanced duties contained in the Prussian Zollverein.

The Zollverein was established, the Teutonic Federation became closer, and the lead of Prussia more decided.

He spoke in laudatory terms of the contribution of the Australasian colonies towards the British navy, and invited the other colonies to make similar offers. As to trade relations, the colonial ministers decided to consider whether they could follow Canada's example of a free preference. No definite step by Great Britain towards zollverein or protection and preference was suggested.

Among other things the freedom of the Press was partially guaranteed, with certain restrictions, and the Zollverein was extended to Brunswick and Hesse-Homburg. Meantime the government entered with zeal upon the construction of railways and the completion of the Cathedral of Cologne, which tended to a more permanent union of the North German States.

Ten years later there was in England some discussion of protection or 'fair trade, and in Canada, during the elections of 1891, the idea of an imperial zollverein was rhetorically mooted as an alternative to reciprocity with the United States. Three years later still the second Colonial Conference met at Ottawa, on the invitation of the Dominion Government.

In 1850 both the King of Prussia and the Emperor of Austria called congresses, but Prussia finally gave up hers, and the ancient confederation as of before 1848 met as a diet at Frankfort and from 1851-1858 Bismarck was the Prussian delegate and Austria presided over the deliberations. A factor that made for unity among the German states was the Zollverein.

It cannot hope to give any such exclusive prosperity as a Zollverein might afford; it can hold out no hopes of collective conquests and triumphs its utmost military rôle must be the guaranteeing of a common inaggressive security; but it can, if it is to survive, it must, give all its constituent parts such a civilisation as none of them could achieve alone, a civilisation, a wealth and fullness of life increasing and developing with the years.

The conference composed of representatives of England, France, Russia, Austria, Prussia, Holland, and Belgium met in London; and the result of it was that Prussia agreed to withdraw her garrison from Luxemburg and to dismantle the fortress, while the duchy was to continue to be a member of the German Zollverein, or Customs Union.

Railways had been built, the Zollverein had extended through North Germany, the universities were in their glory, and into everything fearless thinkers were casting their thoughtful eyes. Thirty-four years of peace had enriched and united the German States. The great idea of the day was political franchise.
