These preliminary encounters were followed by a declaration of war on August 1, 1894. During the ensuing six weeks, Japan poured her troops into the peninsula, while the Chinese fleet, instead of harassing the enemy, remained in the harbors of Port Arthur and Wei-hai-Wei.

It was proposed that, in return for the renunciation of this territory on the Chinese mainland, the pecuniary indemnity should be increased by $30,000,000, and that Wei-hai-Wei should be retained until the whole sum should have been paid.

On January 20 the Japanese troops began to land at Yungchang, a little west of the point to be attacked, and, on the 26th, they appeared at the gates of Wei-hai-Wei. About half of the beleaguered garrison consisted of 4,000 sailors from the fleet, under Admiral Ting, who was to show himself a leader of courage and energy.

It would therefore be necessary for him to send a messenger with dispatches to the Council, giving an outline of what had taken place; and he gave Frobisher the choice of accompanying the flag-lieutenant who was to carry the dispatches to Tien-tsin with a letter from himself to the Council recommending his appointment or of remaining in Wei-hai-wei until he, the admiral, was ready to go to Tien-tsin and personally present his protege to the Council.

Wei-hai-wei is only a matter of some two hundred miles from Asan; and at midnight the squadron found itself entering the Chinese harbour, where a number of twinkling lights betrayed the presence of other ships belonging to the Navy.

Many seem to think that Japan has entered on her new career through the abandonment of her old civilization and the adoption of one from the West that the victories on sea and land, in Korea, at Port Arthur, and a Wei-hai-wei, and more recently at Tientsin and Pekin, were solely due to her Westernized navy and army.

The fleet steamed slowly and majestically out of the roadstead, in two columns, with the transports well away to starboard, on the opposite side from which the enemy might be expected to appear; the torpedo-boats spread themselves out fan-wise, carrying out their office as scouts; and the course was shaped for Wei-hai-wei, under the guns of which the transports would be safe from capture.

On a certain afternoon, Wong-lih drove up to the hotel where Frobisher was staying, and announced that his duties were now completed, and that he was ready to start for Tien-tsin. There was, luckily, a dispatch-boat in the harbour which had just arrived at Wei-hai-wei from Chemulpo, on her way to Tien-tsin; and the admiral had decided to take passages in her for Frobisher and himself.

Of the seven, three were sunk, one had been captured, two had fled toward Wei-hai-wei hotly pursued by a big Japanese destroyer, and only one remained with the remnant of the Chinese fleet. The Japanese had lost only three small cruisers and a destroyer, so that their fleet was even now almost as numerous as China's had been at the beginning of the battle.
